Living in a turbulent time of change, we can responsibly say the following. Today, when every day becomes history, the activities of scientists of the OEF department are filled with persistent and creative work aimed at solving problems of improving the efficiency of pharmaceutical supply to the population in various areas and building a socially oriented model of society.

THE HISTORY OF SCIENTIFIC SCHOOLS OEPH DEPARTMENT

An integration nature of formation is an important feature of the organizational and economic school, due to specific spectrum of the studied problems and features of development of the pharmaceutical providing to the population.

Development of organizational and economic school has largely depended on the historical, social and economic changes taking place in Ukrainian society during XX-XXI centuries. Researches of organizational and economic direction had exclusively applied nature and had been aimed at solving of the local problems in the providing of population with medicines in the M. Semashko public model of USSR medicine till the 50s of last century. The availability of objective problems of the pharmaceutical providing of the population had deliberately ignored of political reasons thus the actuality of these studies had not met the existing ideology in the country. The radical political and socio-economic changes were objective prerequisites for active development of organizational and economic studies in pharmacy in the early 1950s. The “Organization of pharmacy work” course had been created in KhPhI in 1952 at the request of the time, and the department of pharmacy headed by assoc. prof. M. Litvinenko had been opened since 1956. Thus, a scientific basis for theoretical and applied research of organization of effective pharmaceutical activity had been created for the first time in history of KhPhI.

The scientific searches had met the requirements and needs of practical health care. The range of medicines’ assortment for pharmacy and pharmacy points had been developed in 1957. Rent points of care items for sick persons have been proposed and implemented in Kharkov drugstores. The results of the study of the features of compounding of Kharkov region had been presented as recommendations for halenic pharmacutical enterprises of regional pharmacies – managing company. Normative to determine the need for anti-tuberculosis medicines has been proposed in 1965 for Kharkov Pharmacy-management Organization (PhMO), and for cardiovascular medicines – in 1966. Theses on the issue of improving the drugs’ providing of the population in Ukraine and increasing of productivity of workers in the self-supporting pharmacies had been defended by the students of assoc. prof. M.N. Litvinenko – N.I. Brylova and L.P. Bondarenko.

Further development of the researches were carried out under the direction of assoc. prof. N.I. Brylova, who headed the department of organization and economics of pharmacy from 1972 to 1985. Scientific school of assoc. prof. Brylova N.I. describes a wide range of areas: study of the nature of the compounding (prescriptions), labor, production processes of self-supporting pharmacies, optimization of pharmaceutical providing of the population and certain categories of patients.

Optimization of usage of the limited arsenal of drugs was an urgent task in the conditions of highly centralized administrative system and continuous shortages. That was evolved, as an independent direction of scientific school of Brylova N. 10 theses have been defended in this direction – determination of need for medicines of different pharmacological groups: uterine medicines (Himenko S.V., 1984), antifungal medicines (Novikov S.V., 1987), antihelmintic medicines (Andreev V.G., 1990). Subject of improvement of the system of pharmaceutical providing of the Ukraine population had found its further development in the theses of Omelchenko N.M. (1983), applicants of department – head of the pharmacy Kulishova V.S. (1984), head of the research laboratory of (PhMO) of Ministry of Health of Ukraine Kashperska V. M. (1987), Moskalenko L.G. (1984), Tadzhul Mohammed Islam (1984), Shram N.A. (1996).

There were any direction of activities that have not changed at the turn of epochs observed in Ukraine in the early 1990th. The transition to market mechanisms of management and the birth of the national pharmaceutical market demanded a new level and content of researches. Issues of the drug pricing, the pharmacy governance, social protection of the population, organization of the effective models of pharmaceutical providing of population etc. – became a particularly urgent.

Challenge of time was taken by assoc. prof. Nemchenko A.S., which actually began to form a brand new school with these scientific issues since the end of 80th of the last century.

A.S. Nemchenko defended her doctoral thesis on “The main directions of improvement of pricing and organizational and economic activity trade-production structures on pharmaceutical market” by specialty 15.00.01 – technology of medicines and organization of pharmaceutical activity in 1992.

The thesis had analyzed the domestic and foreign social and health insurance, had proposed conceptual model of the development of insurance prescription in Ukraine, science-based price structure for ready-made and extemporaneous drugs.
The method of tariff calculation for individual drugs and often repeated prescribed medicines had been created for the first time. A fundamentally new indicator had been introduced – “volume of costs” of extemporaneous medicines. The theoretical approaches had been proposed and guidelines to determine the tariffs for the compounding and packaging of medicines and medical devices had been developed which have passed extensive testing in 1990-1991 and had allowed to introduce tariffs in pharmacy practice of the pharmacies across the USSR from 1991, and in independent states later.

Nemchenko A.S. had prepared 5 doctors: Karamyshev D. V. (2006); Kotvitska A.A. (2008); Homenko V.M. (2008); Panfilova G.L. (2010); Kosyachenko K.L. (2012). These powerful scientists have already their students and are able not only to strengthen and implement the classic lines of scientific school of A.S. Nemchenko but also to form their actual own schools.

Today, prof. Nemchenko A.S. is preparing 1 doctor (assoc. prof. Nazarkina V.M.). Zhakipbekov K.S. had successfully defended doctoral degree (Grant Ph.D.) in August 2015 in Kazakh National Medical University named S.D. Asfendiyarova, scientific management had been carried out by prof. Nemchenko A.S.In addition to doctors, prof. Nemchenko A.S. had managed by 25 PhDs scientific researches.

It is widely known in Ukraine and abroad scientific research’ results of scientific school of the OEPh department in the field of pharmacy and state administration have everyday practical application, form the basis of a number of regulations of national importance: the Laws of Ukraine, Resolution of the Verkhovna Rada and the Cabinet of Ministers of Ukraine, numerous guidelines.

Living in a time of rapid changes, we can assert with full responsibility for that: today, when each passing day becomes history, an activity of the scientists of OEPh department is fulled of hard and creative work aimed at solving the problems for increasing of the pharmaceutical providing efficiency of the population in different areas and building a socially oriented model of society.
